I would appreciate feedback/criticism of my build so far. I have set it to only have the ascended items that are easiest to obtain (rings, amulet, and accessories) to show a build with gear that is accessible to most. Of course, for best results ascended is the preference, but realistically that is difficult to obtain for most players.

The goal of this build is to provide high dps but be oriented towards increasing the DPS of the party/raid you are in. The primary method that this is achieved is through Overload Air’s aftereffect.

Overload Air drops a lightning field that causes enemies to take an additional lightning strike (I’m seeing 2-3k crits with no might, 3-4.5k with full stacks) every time they are attacked, hence when the raid piles onto a boss you are having 10 players trigger lightning strikes as fast as they can attack since the field can provide a lightning strike charge to each player in it every 1/4 of a second with a 4 second duration. This extra damage can be massive as long as the boss is kept within the field.

The goal of your rotation is to minimize the cooldown of your Overload Air. This is achieved through the Fresh Air trait that refreshes the cooldown of your Air Attunement when you make a critical hit. As such, the general rotation is:

Start attuned to Air, drop Overload Air at the start on top of the boss. Switch to Fire and hit until you deal a crit (#3 dagger tends to do the most damage), switch back to Air and hit 1 until Air Overload comes off it’s 5 second cooldown, then rinse and repeat.

You will be extremely squishy in this build, and your damage support is based on adding extra damage to party attacks rather than boon support.

Blinding Ashes is a waste in a build like this with the goals you have listed. Persisting Flames is a much better choice.

If you are going to run that many AoE auras, than Element Bastion is a much better choice than Lucid Singularity.

With that said, Arcane Wave, Ice Bow, Glyph of Storms are better utility choices for increasing dps than running shouts. A single cantrip like Lightning Flash or Arcane Shield for survivability will be also be more valuable than shouts, accept for case specific fights when you need the AoE reflect.

Scholar, Strength and even Rage runes (if you take persisting flames) would be better than Eagle.

If your goal is to increase your parties DPS, than running Arcane Brilliance as your heal skill for another blast finisher to apply might and fury is going to be more important than Wash the Pain Away. Beside that point, Etheral Renewal would also be a valuable choice, because your build lacks any kind of condi cleanse.

And with all that said, I still think staff is an overall better choice for PvE. I can find more efficient ways to inflict self torture than running a glass cannon dagger build with no condi cleanse in Dragon Stand or even in a Mai fractal fight.

I agree with some of the point that Madrabbit make, but not all.

As a D/F Tempest you should look to give might to your group. Ideally, all group should have a PS Warrior and a Herald for might and fury, but that’s not the case 100% of the time. Some group don’t have them, but even the first boss, you usually are shot on might in the second group, the one that run Lighting Circle. Anyway, even if you don’t need might, Persisting Flame increase your dps because of Flamewall and Burning Speed which are important in the rotation of D/F Ele. Blinding Ashes is not that good for PvE to begin with, in raid that completely useless because all boss are immune to blind.

You won’t get much Imo, cripple, chill in raids, you are indeed better off with Element Bastion to give more support.

You also don’t get cc that much during combat in raids so Gale Song is meh. If you need to go in water (At Gorseval for chill, or if you want to stack might) then Latent Stamina is nice. Otherwise Unstable Conduit with Element bastion work well (but Bastion have a 30sec cooldown, so Unstable Conduit might not be that usefull.

Scholar, Strenght, Rage and Flame Legion will all give you more dps than Eagle, while Strength and Rage will give more support. Not really for Rage, except if you lack herald or when you split at Gorseval and you don’t have an herald next to you.

Now, it’s where I think that MadRabbit made a mistake. He didn’t saw that you were talking about raids. Not much condition there for now, so Wash the pain away is perfect for raid. Yes Brilliance give more blast, but that shouldn’t be needed.

Glyph of storm bring more dps than the 2 shouts you take, so you could replace one of them.

Really, there is just the Persisting Flame that cause problem with your build. Everything else is pretty much quality of life or preference.
