To Celestial or not to Celestial! (WvW)
This would probably be a bit better for celestial as far as stats go. the main reason people go celestial in wvw is the extra crit damage while being able to also have healing power/vitality/toughness.
In general, your builds have too much vitality and not enough toughness. You can take off probably 2.5k vitality and still be okay since you can get those from guard stacks.
You should try taking 2 out of air and putting it into earth for elemental shielding. You will lack on the swiftness unless you get pack runes if you do this.
Lastly, the condition damage is kind of a waste in wvw you are right, however the healing power on an ele is never a waste. 400 healing power is a good base for wvw.
Bad Elementalist
There are two main factors that go into talking about WvW gear and setups:
1. The server bracket you’re on. Talking about T1 WvW and talking about T4 WvW are two entirely separate things. Each server group does things differently and the level of organization on higher tier servers is much higher. For example, in T1 not having sufficient Toughness to survive a spike means you will fall off Commander tag and ultimately get singled out and killed. You don’t have to be frontline, but you gotta be able to survive enough incidental AOE to keep up as part of the backline as the Commander moves.
2. What are you doing in WvW? There’s three primary activities in WvW. Zerg, Havoc, and Roaming. A build that’s designed to do very well and survive/support a Zerg isn’t going to usually also do well in solo Roam. Zerg (20+) is all about large scale fighting with large spikes usually following the “GWEN” model ("G"uardian-Frontline, "W"arrior-Banner, "E"lementalist-Support, "N"ecro-Well Spike). Havoc (3-20) is about a lot of mobility as you’re often times attempting to avoid the zerg and take side objectives and generally cause backline mayhem like taking supply camps and towers as they can. Roaming (1) is about a lot of 1vX.
Sometimes these two factors are determined together. For example on T1, there isn’t a lot of solo roam and it’s mostly Havoc and Zergs.

Don’t look at traits, i’m just comparing gear, and i usually run 2 air in any build, for the fury generation.
@Kodiak and its mostly solo roaming, i don’t do objectives very often.

Bad Elementalist
You are taking 6 points in arcana and 6 points in water on a dd ele build and think healing power is a waste?
your healing power dictates the amount of your signet passive, your soothing mist passive and your regeneration healing. On top of that your healing when going into water and dodging in water.
On that dd build i wouldn’t consider going much less than 600 healing power.
Its also my personal opinion that celestial is better than any other stat combo for a dd ele in wvw. You get more stats on celestial armour than other armours and you use all the stats in one way or another.
i also find with full celestial you tend to do better in an out-manned fight due to the extra condi pressure and extra sustain, also you will buff allies more too.

I played with gnomez… his builds were always very high risk/reward. You need to be very skilled to pull them off.
If its solo roaming i’d go with celestial like you suggested. You can and should tweak your stats with different weapons/jewelery, depending on how much vit/tough you want compared to prec/ferocity. I usually run cele armor, zerk weapon, and mix of zerk/cav jewelery, and change the staff to soldier or valk if I need defense (bifrost is awesome for that)
Anything bigger than solo roaming and cele isnt as great since condi damage becomes junk, but if you arent in a T1 server running in organized zergs, it wont matter that much
That or just go full zerk jihad and laugh at all the 9k meteors and 5k lava tomb crits
