Guild Wars 2

Do the traits in arcane tree have cool downs? particularly, the one that gives arcane power when your hp is at 75% and the one that gives arcane shield when your hp drops to 25%?

Afaik they have the same cooldown as the active abilities. They may even be affected by the reduced cooldown for trait.
