I was playing around on the PvP trainers last night and I found a build that I think is pretty interesting. The purpose of this build is almost pure debuff utility. Weapon skill is dagger/dagger, or dagger/focus if you want different utilities.

Gearing up would involve stacking as much precision, healing, and tough/vit as you can.

While in water spec and using auto-attack you can keep up 15-20 stacks of vulnerability and chilled up almost indefinitely. Shard of ice actually causes vulnerability and chill with each hit, so you stack up 5 charges every 45 seconds. The burning precision is there for just a little added dps, but could be switched out for soothing winds.

It wouldn’t be too difficult to just forgo the healing and replace it with power for higher dps while still stacking vuln/chill.

It may not be the most optimal spec, but from what I’ve seen, especially dungeons, these are two debuffs that are lacking. Your own dps might suffer, but if you’re giving everyone else 15-20% more damage, you just need to make up that extra 20-40%
