best healing sigil for staff?
depends abit, do you mean for self healing or for group healing?
For group, Transference is by far the best, and water is nr. 2. all others kind of garbage

I run Renewal and Transference. Staff has some nice healing output for allies as well as yourself. Sigil of Water can be good if you tend to stay further from the fight and your allies are around a target more than yourself. Though as a Tempest, you’ll probably be close to your allies more than not, so Renewal is best IMO.
I’m not an ele expert, but I think the sigils kind of depend on the build and playstyle. For example, my zergling staff support tempest is 80% in water and use soothing power to achieve ~2000hp/3s passive ticks, I gain much from simply boosting healing power. So I use stacking sigil and +10%. For someone that spend more time in melee and other stances I can see water sigil being better.
If you want max healing on Allies and have over 500-ish healing power, take Transference and Benevolence. Sigil of Life can be used over Benevolence for a bit more self healing and/or if you’re under 500-ish healing power.
If you can’t to rely on kill stacks, or need to camp water and want max healing on teammates, take Superior Transference and Major Transference. Yes, they work together.
If you can play by switching attunements with proper positioning, take Transference and Renewal. Highly recommended.
If you can’t switch attunements well and still want some heals for yourself (e.g. solo play and mobs are in melee range) take Transference and Water. Not recommended because your Water auto-attack already does everything the Water sigil is meant to do and way better.
If you are playing Fresh Air Auramancer Staff, or are actually holding a D/Wh, and want good sigils for most cases, take Renewal on the dagger and Water on the Warhorn.
