Thank you for the clarification. I wouldn’t have gotten that from his original post, sorry.
As for the answer, I doubt it does. Then again if it did, I don’t really see how that would affect gameplay much. Theoretically you can get a second off your lightning bolt but in practice, 5 seconds already seems to be equal to ‘available whenever I need it’.
