You might wanna put this in suggestion instead. I agree with the ele downed skills are more or less useless in pvp though, and 2 being a earthquake with knockdown would be amazing.
But yeah, put it in the suggestions instead. Bigger chance of the devs actually looking at it there instead of dismissing it as QQ. :P

im WvWing with a staff, and i hate how every skill has unneeded casting time.
this annoys me since im used to a more responsive combat with my thief and other alts (havent tried engi yet)
i also think the atunement cooldown is really big,
but i can understand that it is needed since its like having 4 weapons.
and of course there is the useless downed-2-skill
Sadly, I would avoid doing pvp with staff. It’s meant to be a slower, AOE/CC type..which is to slow to be viable in 1v1. It’s great for large groups while defending a keep…but if your trapsing around the landscape, I would go a Scepter/Dagger build which can be used for fast battles and comboes. D/D is good to, but not quite as much burst damage.

I think the idea might be something to do with you ideally staying at a range and being able to snare your assailant on their way to finish you. Of course this doesn’t work at all because of how melee attacks work. It would make sense if the number 1 was a lightning teleport type of thing. But of course it wouldn’t fit as the downed “autoattack”. So yeah. Flaws and such.
