how is boon duration stacking now?

since the monk/water runes got nerfed from 15% -> 10% in PVP, how is stacking boon duration now? it’s only a 10% nerf, but, if i’ve learned anything from PVP games, the smallest nerfs can have a much larger effect then on paper.
