They said that the feature/balance patch would follow the end of the Living Story patches. Which will be a couple months from now. I don’t have an exact source for you though, sorry.

Realistically? With the low amount of core developer resources they have … not before May or even June.
The interview with Collin said March. You can find the interview link in the General Discussion forum. Balance comes with features now, and those come less frequently and separate from Living Story.
Part of me thinks that someone in ANet was thinking “hey, wanna see something funny? Watch this…”
