it says 20% more dmg to vulnerable foes, so enemys gotta have vulnerability or smth on them? :0
It activates when an enemy has one or more stacks of the condition vulnerability on them and you are in water.

This is worth noting. The same goes for other attunements – 10% more damage while attuned to air means that /all/ skills do more damage in air attunement, and that swapping out of air while casting something will lose that damage bonus.
Because it only works in water which has the worst attacks of any attunement its obviously only useful for conjured weapons. If your using LH for dungeon speed runs then the chance of someone in your party having put vulnerability on the boss is close to 100%.
For what its worth when I use a conjured wep I usually stay in water for the healing from soothing mist. So staying in water on a conjured wep is no hardship.

not exactly. you can cast churning earth/fire grab/dragon’s tooth/phoenix etc and than swap to water to have the damage boost on those pre casted skills.
