I’m curious on what I should look for as a end result. In terms of stats such as power and condition damage etc. Also what end game gear should I look into?

Depends. Do you want to hug Fire like a little pansie girly mage , or do you want to burn Attunements like its Money in Russia after WW1? Former? Berzerker. Latter? Celestial or Soldier.

All these stats depend on what you’re doing. Running with a huge zerg in WvW you gonna die if you try to staff ele in zerkzerkzerk but going that route in other parts of the game ain’t as bad.

Generally speaking I’ve always gone with:

PVT Armor – Strength Runes (cause I mostly S/D, would use “Pack” for Staff primary)
Zerker Jewelry
Zerker Weapon(s) – Bloodlust/Energy (Staff)
Sharpening Stone
Orrian Fries

With a 06044 build this gives me little over 16000 HP (with WvW buff), 1400 Tough, 50% crit, 204% crit dmg, and 2400 attack before might or bloodlust. Pretty much gives me the best of both worlds and I can slack mode through the game in just about any game mode (except SPvP which obviously has different setups) with pretty much any weapon type.

can change from 6 in air to 4 and take 2 in earth for stone splinters, or swap quick glyphs for tempest defense for 20% damage when you deep freeze bosses. it varies a lot, but what i linked will be a very comfortable staff build very high in DPS

Here the best sources of information about staff Ele. Keep in mind that its the optimized form of staff Ele and it can be really hard to play. Ele is the most glass canon profession in this game. There is other option like Kodiak said. They are optimized option, but they exist. Ideally if you find that meta build are too hard for you , you could swap a bit of stuff from zerker to celestial or soldier or valkyrie to give you a bit of a safety net. But those three guide are what your end goal should be if you want to optimized your build.

I fail to see the correlation between your opinion on the advice I give (which you then later reference in your own advice) and someone linking a random D/D Celestial SPvP build in a thread where someone is asking for a staff build.

PVT = Power, Vitality, Toughness
