Chill slows the recharge of skills, does this affect kits that are not equipped?

For example, if I am chilled while using the Grenade Kit and Gear Shield is on recharge. Is the recharge of Gear Shield affected by the chill?

hint Use swirling aura, or even better magnetic skills.
go test it, and maybe play some more engineer in general (i know eles have it tough, but no need to lash out at everything else), maybe you will find comfort here while waiting for ele changes.

• Kit equipping and de-equipping is slowed down by Chill.
• Kit skills, being standard skills with cooldowns, are affected by Chill.
• You’re probably asking this question with regard to the Elementalist’s attunements being affected by Chill. As both an Elementalist and Engineer main, I have to say that your stance on Engineers is neither productive nor is it conducive to Elementalist buffs. Keep each profession separate in your argumentation, and you’ll find that the strength of your core arguments are better for it.
• Yes, I know that Elementalists gets put in the dumpster by Chill. It wouldn’t be a problem if Arenanet had coded their game properly.
• No, Engineers do not require some random nerf out of the blue because Kits having only a 1 second ICD on swap and therefore being minimally affected by Chill is somehow going to make Elementalists stronger.
• Some of your points are well made, just put reason before sense and emotion and your responses won’t be as toxic.
