Not bad, but I honestly thing you’re losing out on a lot of damage without ferocity. Maybe trade a little precision for more ferocity or condi.
You don’t need Runes of the Pack Speedy kits already gives perma swiftess, use a different set, I’d recommend Runes of Strength but you mentioned budget so Scholar is not a bad way to go.
Not sure about Sigil of Strength, I’ve always gone with Sigil of Battle, but you probably want Sigil of Torment there.
Your traits are fine.
With your abilities I would swap out elixir S for tool kit, It can give you the same protection with its 3 sec block on 1/3rd the cd and you have a stun break on the elixir gun utility already. Plus toolkit gives you a good chunk of damage from throw wrench and pry bar, and a single pull.

Thanks for the feedback. Ah yes, I’m seeing now all the cripple that I’d also gain from the tool kit.
I’m wondering if Runes of the Golemancer or Rage would be a decent fit. I’d actually be losing some power, but moving up from 182% critical damage to 193%. The Runes of Rage might actually be nice since the 5% damage when under fury may make up for that loss in power. If I’m swapping to the Tool Kit, do you think it’d be worth trading in Speedy Kits for Static Discharge? Or, at least, for combat anyway.
I think I can live without the torment sigil. One application of Torment wouldn’t change too much. Coming from a Mesmer who has tinkered with Maim, at least in pvp, Torment comes best in stacks :P
if you use a kit, use speedy kits (the only exception: when using power shoes)
dont use golemancer runes. if you want to see why for yourself and dont have 6 laying around, buy pirate runes and watch how the bird randomizes mob aggro/positioning. its annoying. you might be used to it as a mesmer, but there is a better way… have no ai.

Regarding Torment Sigil: this is actually not a bad choice. Not because of the damage – as you point out, one application doesn’t do a lot – but because it ‘protects’ your heavy damage conditions.
When facing classes that have limited condi-cleanse (eg. only 1 or 2 at a time), there’s more chance they’ll cleanse off a tiny stack of torment, and leave some heavy dps burning/bleeding ticking away.
Engi’s already have pretty much every condition type, with torment the only one you are lacking is fear.
Point taken. This is mostly for world-event type farming, group play, slowing immobilizing mobs, solid direct and condition damage, and really nice heals augmented (even if only slightly) by the cele amulets. How about runes of the Eagle or Rage?
re: Torment Sigil, I can also see its value in adding another 2 percent damage boost via Modified ammunition.
in world events you can make a good case for running torment/fire sigils for more tags… but condi damage is largely wasted in that content type
