Bugged/flawed skill for Engi.

Static discharge is a way more complicated trait than you might think.
First of all, it does work with all toolbelt abilities, and will always produce a bolt that bounces 2 times.
But the dmg it deals varies with the skill it’s triggered from. Surprise-shot f.e. procs a low-dmg bolt, while “Launch personal battering ram” will produce high-dmg ones. This was implemented intentionally (stealth-nerf) to balance skills that have no cast-time to skills that do.
Additionally Static discharge will only fly towards a target if the skill that it proc’d from has used that enemy as target as well.
That means that all ground-targeted elixirs will not make it fly towards the enemy automatically. Skills that don’t use a target (superspeed, healing mist, a.s.o.) will also not produce a bolt that is flying to your current target automatically.
In such cases the bolt is send directly in the direction your camera is looking at, which makes it possible to still hit your chosen target if you align your camera properly. Since that is quite hard, I’d recommend you to stun / immobilize your enemy before you try that.
This is also one of the reasons why s/d builds still prefer utility-googles instead of elixir-gun (which would bring more versatility/survivability) or slick-shoes (which would bring way better mobility and cc)
Additionally I’d recommend you to test all toolbelt skills for yourself (you can jump ground-targeted ones automatically), since some still will use a target, even tho they don’t send any projectiles / dmg / effects towards them directly. Therefore they will still send out a targeted s/d bolt. Big old Bomb is a example for these anomalies, since it will always send a targeted bolt.
so far my known bugs are
Flamethrower not attacking my target like it wont say obstruccted or evaded or miss or numbers nothing
Fortified Turret shields not activating at random times happens mostly to the elite crate
some skills going into cd without activating nor being dazed or interrupted or anything , normally i would say its lag but i cant when all my other skills work fine .
I have noticed that with static discharge as well. I played a lot with static discharge using battering ram after the last buff and love the ram more than I thought I would (it’s more like overcharged shot without the self cc than it is like air blast which is just a knock back). After a while of never interrupting people with the launch pbr I realized and others have confirmed the daze doesn’t actually happen. It doesn’t interrupt or put a global cool down. That’s a pretty bad bug considering it was a nice buff that didn’t do anything but change the tooltip.

At least ONE part of it. It’s true that the instant cast skills deal half damage, but the reason why they didn’t on pupets is, because my char® automaticly stats firing with his rifle – means he’s doing somthing with cast time. If I equip a shield only, or simply disable the chain auto atack feature for the rifle, he won’t be able to attack and therefore does the weaker version of SD. So it seems a bit cross-bugged with the auto attack.
But now the question is, when will the normally strong static discharges become weak ones. MORE TESTINGS REQUIRED!

Final Edit:
I think I got it now. There are 2 rules:
- SD will deal high damage while using toolbelt skills with a cast time, SD will deal reduced damage while using toolbelt skills without a cast time, aka instant skills (also no legendary animation).
- While performing an auto attack, during the cast time, rule one is reversed. So instant skills = high damage and cast time skills = reduced damage.

Btw there is another funfact affecting the static discharge. But this takes us back to the introduction of ascended gear.
Weapon damage doesn’t affect kit damage. That’s why ANet buffed the kit dmg by 5% if you are wearing an ascended or legendary weapon. What the connection is to static discharge? Well there is a hidden weapon damage while using a kit, wich is exotic like. I beleve it is that way because (now it comes
) static discharge deals less damage while using a kit than while using an ascended+ weapon. So if you want stronger discharges, stay on rifle lol!

there is 3 other known bugs about the engineer:
1/ when you use the HGH trait which give you 2 stack of might per elixir consumed or thrown. but when you trow an elixir (apart from the heal one) you get only 1 stack of might instead of 2.
2/when you use the trait to deals 15% more damage with the flamethrower it shows on the skills 15% less damage.
3/when you use the trait to have 200 more armor with the flamethrower it does not show up exept sometimes on your stats.

most likely user error
make sure:
- your target is not “behind” you
- you arent holding down a turn key or right click when you push the skill button
