Can we fix char run animation?
I think a rather complex solution to this is to equip the kit, then take it off and stow your weapon (Assigned in the control settings). I usually do it even on my Asura since I love their stowed walking and it works all right for me. Maybe it’d work for your charr as well?

Being able to lock movement to bipedal by pulling out a kit is very useful when doing jumping puzzles.
I did bind the stow weapon key long ago, as Helasia suggests, but it is indeed a bit fiddly if you want to proc Streamlined Kits every 10s for that sweet perma-swiftness.
Well, you can’t run on all 4s because you’re holding a kit. Makes sense to me.
However, if you wanna get upset over a charr animation, go autoattack with rifle while wearing anything resembling a trench coat (i.e. 90% of medium armor). It looks half like you’re getting shocked with a cattle prod and half like you have a bad case of gas. =S

I play Charr primarily because of that animation, it’s just so different. AndIlikerunningintobattleasahugecat. Anyways what Helasia said is what you needs to be done. It’s not even hard.
Go into your Options → Control Options, then look for the Miscellaneous section and find “Stow/Draw Weapon”. Assign a key.
Now take out a kit to get that swiftness, put it away then press the button you assigned. Bam. You can now run on all fours outside of combat.
