Celestial or PVT?
For which game mode, PvE or WvW?
If WvW – solo roaming, small group or zerg?
Armor, trinkets, weapons or all?
Ascended or exotic?

Exotic and both. Regardless of the mode I play I prefer to carry some form of utility with me. Though I very rarely roam in WvW and prefer to run around in zergs or at least small groups.
I think Celestial will give you more flexibility, but remember that you will need 30 days to make the account-bound ingredients for the armor (5 days per armor piece).
For zerging PVT might be better (arguable), but you will have a hard time making a high-damage build later if you decide you want to.

Personally, I love my Celestial set. It offers the survivability you’re after without sacrificing too much in the damage department. And Engineer is one of the very few classes that benefits from the condition damage the set offers just as much as it does from the other stats. Plus, you’re not sacrificing all of your crit like you are with PVT.

If you have limited resources I woudn’t bother crafting an exotic celestial set of armor/trinkets as the crystals are rather expensive.
So for a low budget version get soldier/zerker armor/weapons for tokens (dungeon or WvW) and trinkets for karma. Knight stats may be an option too.
If you have the funds and want to stick to a single armor set for all game modes and different specs, craft yourself some ascended celestial armor and complement with soldier/knight trinkets for WvW and zerker trinkets for PvE.
Tl;dr: don’t bother with celestial unless ascended

I decided to stick to PVT exotics for now which I can buy with WvW tokens.
Later on I’ll swap to Ascended Celestial + Celest/PVT/Zerk (havent decided yet) trinkets.
