STRONGLY suggest Toolkit instead of ElixS.
Condi engis make for better roamers.
Alternatively build zerker engi with ~4 Soldier trinks.
Needless to say, your stats are all over the place.

Do you have WvW badges and/or karma? Jury rig a celestial 3kit rifle set up with zerk, knight, valk , and rabid gear. Good for roaming and you can zerg and tower defend as a nade chucker.
Switch Power Wrench to scope and IP to explosive powder for zerg fights. Sigils are whatever. That new AOE poison one may be good too.

i used to run tool kit but dont find it as useful in wvw. elixir S has saved me and others more times then the block, tho i do switch it out if there is an unusually large number of rangers out and about.

how so? almost everything goes into power, toughness, precision, and vitality. i dont see how the zerker build is any better. only about 200-300 more power but significantly less everything else. a more assassin style build with added vitality/toughness, crits about 2/3rds of the time and has almost as much power and far more vitality and toughness. the trade off in crits i would think offsets the power increase of zerker. plus then you have 1000 more hp and 300-400 more armor.
and i dont find the condi engi style of play very fun.

Wonderful! Glad I could actually contribute to this forum. The runes are whatever too, but I’m currently in a gold strapped situation myself and using Ele Runes on my newly crafted ascended celestial armor (!!!!!) myself until I can afford pack or hoelbrak. Haven’t decided.

Build 2 is a better setup, I’d say. I use something similar, and my engineer was also made on a budget. If you want to use the same gear for zergs, then condis just won’t help. Using the same gear setup, I would suggest making some slight adjustments depending if you’re solo or zerging though, with tool kit replacing elixir gun in non-zergs.
Saffron bread is the generic “cheap food” I use, but I’m sure there’s many other better choices. It’s just the majority of things in wvw either put condis on you or CC you. Popular wvw food tends to be really pricey though.
Edit: Also consider ogre runes, which are cheaper.

I also talk about cheaper options.
I will summarise what I have been discussing for a while now.
If you want a good all round cheap build with long term use. Go celestial with might stacking runs (Even privateer runes) This means that you don’t have to buy lots and lots of gear sets but will still be competitive especially in WvW due to the way stat conversion works.
If you have plenty of badges of honor (they get thrown around alot) you can run my frontline build both roaming and Zerg. That can run PVT soldiers gear and you will still be strong.
If you keep everything cheap, just choose cheap foods like saffron bread/koi cakes.
DON’T STICK WITH ONE BUILD! this annoys me when people say “Park in this build, Link” people will learn to counter each build because it’s popular. If you wanna be strong (why celestial rocks) change it up. You just lost to that burst ranger because he has just burst ya to hell and you are more sustain pressure? Change to a S/D build and jump that dude with more burst than he can handle. Switch back and laugh as you still get that camp he is defending.
There is nothing Wrong with playing cheap and less effectively when you are learning to love a build. It just means that all that time you spend on your back calling for help will mean when you stop doing that and upgrade your gear you will laugh in the face of you enemies as you’ll end up with skill and gear.
Enhance Performance or Explosive Powder over Incendiary Powder would probably be better with the boring zerg!

so im poor and trying to build a better WvW build that still allows me to have burst but a bit more survivalability. i mostly solo but i like having a build that works both with me solo roaming and also jumping into zergs to take a keep/tower/etc.
thoughts?
