From what I understand it doesn’t proc on swap sigils either.

No, it does.

For all purposes it is a kit swap except that it’s not an engineering kit and therefore doesn’t qualify for Backpack Regenerator

I tested holosmith with sigils of concentration and leeching during the last stress test. Activating and deactivating Photon Forge procs leeching as it showed the leeching buff icon and concentration as it adds the 33% boon duration. Had perma quickness with it in my build.
