Use rifle with fire rune. rifle turret/ elixer u/ tool kit. Stack traits and amulet for toughness/crit. Now you can do a very large amount of burst with immobilize ^-^

With power shoes and speedy kits , no one can catch you while you spamming bombs.
Bomb got the strongest normal attack and the best survivability ( if played well ).
I got 2 pistols just for the sigils as I use the kits more often.( the 3rd and 5th pistol skills are very useful for bombs )

By level 15, you won’t have access to many of the traits that significantly increase our dps (e.g. grenadier, juggernaut, and HGH). You might have some luck pairing static discharge with a rifle turret, which would only require 10 in tools. Combining bombs and/or a flame turret with a rifle’s blunderbuss and jumpshot would also give a decent burst and should be accessible at a low level. For all of the above, I’d go for power/precision/toughness.
At 80, I’ve only just recently managed to pull off what I feel to be good dps using a might-stacking elixirs/flamethrower build, but I’ve had to invest in very expensive gear and chug elixirs like a madwoman to do it.
Bottom line is, no matter what you do, your dmg output will always be worse than the dmg output of other classes.

So untill Arenanet realizes the error in their thinking, dont expect a change. Infact, im expecting quite some more nerfs with all these people and their “amazing” builds. Arenanet has been clear on this, we arent allowed to be as good as other professions, or even get to close. Thats why theyve been pretty consistently nerfing build after build since launch.
None of them were anywhere to what other professions pull out of their hat.

Weapon stats affecting kits will only help in pve. In pvp engi will still be broken.
Honestly i dont feel like engineer is underpowered in PvE or WvW at all! (except for the weapon stats affceting kits)
The only thing that matters in WvW is crowd control – with rifle + tool kit + mine you have gr8 control over the zerg and can seperate ppl easily from their zerg and pull/push them into yours.
In PvE run a rampagers amulet build with bleeds on crit and bleed procs on explosion with grenadier. As utility get grenades bombs +1rnd (expl finisher or rez elixir imho). Use 6runes of altruism for permanent might + fury aoe! buffs with med kit. Add more might with fire field + expl finishers. Use pistol shield for 1 more expl finisher. Also make sure to get 25 points in the tool belt recharge reduction trait tree for 25% more crit dmg and the 10% more dmg with full endurance (doesnt affect conditions unf..)
You get permanent posion + burn + high bleed stacks + vulnerability stacking + permanent aoe fury + 9/12 pretty permanent stacks of aoe might.
You also dont need to waste points with this build in crap trees like 4 HgH or FT
The Aoe buffs + vulnerability alone are pretty much worth it in boss fights.
This build is only good if you can predict your opponent easily and/or he is a pretty stationairy target. i.e. ^this is an insanely crappy build for anything other than fighting bosses in pve.

In my experience, bosses always have max condition stacks without me adding some.
It’s kinda a specilazied build that needs to have party built around it. But it might work I guess.

@OP if you are after a class that does sustained damage, this is good advice.
I kinda want conditions built to become viable, since using conditions for damage gives you more time to dodge, move and do stuff. And that’s really important in higher dungeons.
But almost every profession have some bleeds incorporated into default rotation. And warriors stack bleeds like there’s no tomorrow.
Poison and burn are not that great to begin with. And if you have guardian in your party (and you should) thats kittenload of burns from him alone. So yeah.
engs do have one of the better glass cannon burst specs with static discharge build

I would love to see conditions be more powerful. As it is, everyone has the ability to remove conditions, rendering them not as dangerous as they used to be.
I think ANet took the philosophy of other MMORPGs when dealing with the DoT-based conditions. The reason DoTs were powerful in most other games were that you needed a certain class to get rid of them.
If you solo’d an enemy who had DoTs and you didn’t have the ability to remove them, you were fighting against the clock. In GW2 everyone can get rid of a DoT (condition) in some form or fashion, so the only thing that you can do is reapply them and run around hoping the enemy doesn’t remember his heal button.
Loudmouth, lousy PvPer, and mediocre PvEer.

Yeah, that’s another problem in PvP. Removing conditions is kinda easy and the damage is too slow. Burst is the king there.
But I was talking mainly about PvE. There’s afair only one boss (SE story) that counters conditions. But the whole principle of all professons having the same conditions really hinders condition damage.

I’ve found that grenades are FAIRLY effective in sPvP everywhere except the middle of Foefire. All the points are small enough that if your enemy wants to stay on it, they’re eating grenades.
