How does this skill work? I’m gaining the quickness and frenzy but not the utility skill from another profession.

The utility skill isn’t actually a skill and is just really bad wording on anets part. Other professions with a quickness utility skill also have some kind of downside to them, ie warriors frenzy increases dmg, taken by 25%, thieves haste uses all your endurance and stops it from replenishing, or rangers quickening zephyr reduces all healing by 25%. When it says random utility skill it actually means random debuff
