Because Anet’s got a bunch of teams working on different things without a lot of communication, and then takes forever to fix tooltips.
That’s pretty much the only reason besides simple ‘they aren’t, that’s why,’ going by the trait text.
Shaogin, pre-release traits did effect those skills. Over the balancing of skills in both per-release and early release, they made a lot of changes. The problem is they changed skills to test the balancing, then when they decided to leave the skills in their new form, they never got back around to changing the toll tips to match.
Similarly. pre-release, there was no rifle, only a shotgun. Notice so many of our rifle skills appear shotgun themed. It was only changed to rifle when they added it to the warrior.

What was the reason for the change Coglin? Doesn’t seem like it would have a big impact on balance.
Much in the same way explosive shot got a name change, I would like to see elixir gun get a name change too because otherwise yes it is confusing as to why it does not work with it.

Before kit refinement was changed, it gave a super elixir when you swapped to Egun. When you add fire forge trigger+kit refinement+fast acting elixir+cleansing formula 409+HGH traits in one build in which Egun skills #2 elixir F and super elixir, then you could use the super elixir skill+the super elixir proc from swapping out,then back into Egun+ Elixir F, to compound 12+ stacks of might, 5K plus of AoE healing, and 6 conditions removed every 10 seconds.
All of the traits that effected both kits and elixirs were essentially doubling up to all have effect on the “elixir” flagged skills on the Egun.

Ah, back in the day when Kit Refinement was a thing. I wish they would redesign that trait to make it more fun, and to have an effect that feels more organic.
Alternatively, I wish they would take a long look at some traits that would allow Engineers to function without Kits altogether.
But yes, there are several tool tip/title discrepancies in this game, the Elixir Gun as well as traits like Stabilized Armor that doesn’t proc when you inflict a self knockdown through Overcharged Shot.
But they are slowly making progress towards fixing these flaws.

Yea it doesn’t really make much sense that elixir traits do not affect the elixir gun. Granted, you don’t actually drink them, but you don’t drink the tossed elixirs either.
