This is probably an effect of Elixir R, not the Healing Turret – Elixir R creates an area-of-effect circle wherein any downed (but not dead) player friendly to the user recovers something like 20% of their HP every pulse. If timed just right, the Engineer can use it just before they go down, so that they pop back up again like a jack-in-the-box.
Its our revive skill, which creates an area of continuous heal. All you gotta do is drop it right before you go down and stay within the impact area
Knock them out of the light blue ring, or burst them heavily. Do NOT attempt to spike an Engineer in the area of effect of Elixir R or they will most likely recover.

Are there any effective counters to it? ie is it possible to out dps that healing effect or anything else.

It is also very possible to out dps the healing. Any launch skill will negate the effect, poison will reduce it by 33%, and moderate damage will delay the rez long enough to get a stomp on. It takes quite a bit of damage to dps through the entire effect (6 seconds).
The effect can last a bit longer than you might think, but if you down someone in a elixir R field, don’t go for a stomp because they will just rez. You have to try to out-DPS the heal, or launch them out of it, like with overcharged shot (knockback and pull won’t affect them once they’re downed).
Alternatively, get them nearly downed and then use a pull, knockback, or launch to hit them out of the field before downing them. Sometimes the engg will purposely let you down them in their elixir R field since it lets them recover a bunch of HP and lose conditions, so if you remove them from the field first, their plan will backfire. Made some good use of magnet this way.
