FT face-rolling build
You have 50% chance of swiftness on hit and speedy kits, which seems like a bit of a waste. Considering you have runes that make for longer might stacks, why not place a sigil for stacking might on weapon swaps to capitalize on that? Since your main weapon is FT, which is a close combat weapon, perhaps some immobilize could be added? Even with goggles equipped to find a thief, catching them is another story when they really want to run. Perhaps rifle for its net shot or net turret?
At first infused precision and speedy kits together seems like a waste but as I already stated, one is for running from A to B, the other is for procing 100% vigor uptime.
I already thought about switching to rifle, but considering the +60% condi-duration, that seems a bit like a waste. Since I already run the toolkit with its #4, sacrificing the shield for off-pistol would be worth a try, tho. That, combined with target the weak, should give me a considerable amount of soft-cc.
Your suggestion about the sigil is definitively worth a shot, but sigil of battle itself is inefficient.
I have +65% might duration, and the default sigil of battle proc gives me 3 stacks of might for 20 sec. after counting my duration-modifier in, these 3 stacks will last 33sec each, which means that you can proc them barely 3 times in a row and end up with high uptime of 9-12 stacks after a 27 sec windup time (9sec internal cd for each set of 3 stacks)
Now, sigil of strength on the other hand gives me 1 stack for 10sec every sec on default, counting in my duration-modifier, that are 16.5 sec per stack, and since the internal cd is only 1 sec, that are 16-17 stacks after 16-17sec windup time.

sigil of strength > sigil of battle, in almost all situations.
Infused precision has an internal cool down of 5 seconds, same with invigorating speed, so there is a need to time cooldowns. You may get a little more vigor, but 100% up time is unlikely. I personally prefer sigil of battle over sigil of strength if we are talking wvw. In pve you always have something to hit, so you can get a lot of stacks easily, in wvw however, you’ll not always be able to hit your enemy either due to dodges, or range. Sigil of battle has a perfect cool down of 9 seconds, which is pretty much the same time needed for swapping to use speedy kits. On hit stacking isn’t as self reliant as on swap stacking, and when versing… say a thief, you’re not going to be hitting them very often over the course of the battle.
I also realize that rifle is a power weapon, and is a weaker choice, but you’re build having its main weapon being FT, which is close range, requires you have some crowd control to stop people from running. Exploit weakness also has a 15 second cool down, so even if its a good trait, its not that much cc. P/p could work with its glue shot, but its relatively easy to avoid and it has a 30 second cooldown. I’d still suggest you use net turret and replace goggles for your main cc.

I guess this discussion is actually a matter of preferences.
Your points obviously make sense, but from my personal experience, I rarely chase people that run anyways. I simply can’t be asked to chase a warri or thief all day long and most other classes usually get trapped by the 8sec cripple + magnet.
Net turret is awesome in spvp, and I use it in a lot of my builds, but when it comes to wvw, especially dolly-running, nothing is more entertaining than revealing a thief and watch him panicking like a spotted kittenroach.^^
edit: oh, and about the perma-vigor, I tested this build practically the first time today. Aside from having a blast with it, the vigor-uptime mid-combat was actually 100%, at least against a necro-warri combo and a mesmer-ranger-necro trio. I guess since it scales up to 6sec vigor instead of 5 (+20% general boon duration) that is enough to cover proc-gaps from time to time.
On a side-note; sadly met no thief with this build :/

Is this a pve build?
nope, wvw.
FT is a good way to kill yourself in zergs pretty fast(retal), but in 1vx it actually works quite decently.
As I said, the goal is to have a low-risk mid-reward build for times when you can’t be asked to play the piano.
