Is there a reason Napalm Specialist doesn’t work with flamethrower #1 or #4? I thought it was suppose to apply 3 secs to all burns we apply it works on other burn moves is this a bug or does it just not apply to flamethrower?

You misread the trait. It increases burning duration by 33% it doesn’t add 3 seconds. Try looking at the tool tip with and without the trait.
