Going to try Eng again. A few questions:
Equipping a kit is treated exactly the same as elementalist’s attunement swap – Activating a kit equates to weapon swapping, and will activate any on swap effects, limited by the effect’s cooldown of course.
Engineers do now benefit from weapon stats while using a kit, yes. Some reports of oddities however, like attack power being lower for some reason.
Kits will adorn you with a fashionable hobosack and make your main weapon(s) invisible for the time you have the kit equipped.
Edit: I might add, one nifty thing about kits is that activating a kit equates to using that skill slot. ie – equipping medkit counts as using a heal skill and will trigger any such effects.

I read up a little bit, and some people were claiming that switching from one kit directly to another kit wasn’t triggering weapon swap effects. They had to go from the kit back to the weapon, then to another kit for it to work. Is this a common bug? Or maybe something that’s been fixed?
Also…..boo to the giant hobo-pack. What is my stuffed char pack supposed to think?

I haven’t observed the situation you described here. If you’re using two sigils that have shared cooldowns, then only one on-swap effect will ever take effect. I’m not sure if the old posts you were reading had been talking about that.
For instance, I use sigil of energy. It will proc whenever I swap to a kit, back from the kit to my weapon, or to another kit, but I can only gain the effects of the sigil every 10 seconds. So if I swap and then swap again within 10 seconds, the sigil will not proc a second time.
But I have not ever observed a bug of the nature you described (unless it was some old thing I never noticed that was fixed).
