Grenage Barrage effects from Juggernaut

I started using my Juggernaut on my engineer/scrapper and noticed that it is the only legendary which doesn’t have special effects when using Grenade Barrage. Is that a bug or was meant to be like that?

Neither of those – currently working as intended, yet it’s “on the table” of ANet to change it.
