Guild Wars 2

hi im new to the world of engineer so im not sure if its always worked like this but when I use any of the toss elixir abilitys it supposed to give 2 stacks of might thanks to the HGH trait in the Alchemy trait line. But whenever I use the toss elixers I only get 1 stack of might per elixir yet the tool tip still states that im supposed to get the 2 stacks of might. Any help with this would be greatly apreciated

Tossing only gives one but consuming gives 2. Its intended to be like that
