I think they mean why did the 3rd party site (mmorpg.com) release the article about the Scrapper, engi’s elite spec, before GW2 did themselves on the main site.

To answer they’ve done this for every elite spec release.
Monday-Teaser image from Anet, usually on Twitter/Facebook.
Tuesday-Nothing about elite, maybe a patch.
Wednesday-3rd party site releases [some] info about the elite spec.
Thursday-Anet releases an official article themselves with more info.
Friday-POI livestream demonstrating everything.

Because they granted them a short dev interview. It seems fairly reasonable to me. They have a reason to get things out on game sites to drum up awareness as the release date nears.

When they release the info here, the only people that see it are the ones that look here. That’s mostly current players.

When a 3rd party site releases the information, more non-players see it and may get interested enough to check the game out.

To make them want to show off the information, only one website is allowed to have the information “early”, with which site it is being picked from a short list of places they’ll work with. This means that people wanting the early information will check their site for it, and see the adverts they have there. And the next time there’s some info we’re looking for, we’ll check there again in the hopes that they’re the ones that get it early that time, too. Thus, more hits for them, and better advertising for ANet.

Because they are ADVERTISING.

Putting the info out where people who don’t already know about or own GW2 is essential to keeping the doors open and the lights on at ArenaNet. Telling the faithful (that’s us) is not nearly as important to the continued existence of the game as taking every opportunity to put the game in front of people who don’t play yet.
