Inertial Converter/Auto health response bug?
Just to clarify, you’re talking about “Inertial Converter” (When your health reaches 25%, your tool belt skills recharge) and “Automated Medical Response” (All heal skills recharge when your health reaches 25%), yes?
I’ve also been wondering how these two traits function together, specifically with regards to the Med Kit, as the main heal is on our tool belt.
According to the wiki, Automated Medical Response will recharge Bandage Self (Med Kit tool belt heal).
OP, you are suggesting that this effect either share’s a cool down with Inertial Converter, or that they both trigger together, effectively giving just one recharge, correct?
Automated Medical Response already functions in a sort of unique way for Med Kit, in that it recharges the tool belt skill, not the No. 6 slot skill, so perhaps A-net have also rigged it to function differently with Inertial Converter for the Med Kit.
Yes I forgot to clarify. My testing has been with medkit and only medkit. I thought I had stumbled across something amazing that would essentially allow us to blow our main heal 3 times b4 death. The traits may work conjunctively with elixir H or HT, but not with medkit.
the answer must lie in the other toolbelt skills.
If at 25% both your heal skills as your other toolbelt skills reset, than we can assume that both worked at the same.
This would mean that both are on cooldown from that point on, which would be the reason why you don’t get a new refresh next moment you get below 25%.
So when you tested this, how did your other toolbelt skills behave? Did they reset on the first time below 25% as well?
I should test it clearly myself, but often I have both traits in my build (0/30/20/0/20 as a bit of an odd build). I think I always had all skills reset: so both the med kit heals as the other toolbelt skills.
So from my memory I think both traits work at the very same moment, putting both on cooldown from there on.

As far as I know, the internal cooldown of both traits is the same—i.e., they will always fire at the same time.
