Just as the topic says, I have tested this with multiple toolbelt skills and it seems that they are not recharging at all. Is this a known bug or am I missing something here? Any help is appreciated thanks.

I have the same issue. Sometimes it seems to work, but not always.
I wanted to use this with the Med Kit whose tool-belt skill would heal for over 25% which in combination with Inertial Converter would lead to an always available heal when health is below 25%, basically making me only defeatable by burst damage >25% max health.
But as long as Inertial Converter does not work reliable all the time, it just gives an additional available heal every now and then, which is not really great…

i used to run it alot when i wvw, but from what i noticed the trigger is buggy. might be a problem with other traits that trigger at 25% health because it seems they have priority. so at 25% my elixir s and mines would trigger but to trigger inertial converter i would need to get hit an additional time to trigger it.
the only time i really noticed it being able to recharge reliably was when i 1v1ed a guard and was able to use the med kit heal multiple times

Yeha it just seems to not work 100% of the time. Tested it for a long while in the Mist but it never once proc’d any toolbelt skills. I could of swore though a time or 2 my elixir R reset in a dungeon.

I am running a 30/5/0/20/15 build so the 25% landmines are in the mix as well. But when I was testing it I tried with just the 15 in tools to confirm with no procs. Thanks for the input

Edit: Was testing this on the Fire-pit but then just tested against the NPC’s (Ele/Guardian/Etc.) in the Mist training ground and the toolbelt skills reset. Maybe it has something to do with being flagged in combat or having an enemy targeted.
