These images I taked at Lion`s Arh and Heart of the mist.
Do you notice the different of these images?No?Attention the med kit.
Is this bug or just GW2 set it?

What? The only difference I see is one has the arrow icon on the utility bar and the other doesn’t, is that what you mean?

It is a bug. Kits (excepting Med Kit) load the toggle icon (and behavior) on the slot when activated. You need to hit the weapon-swap key (default ~) to get out of heal kit (except perhaps in HoM and sPvP. I know in PVE and WvW you need ~). I’m pretty sure this is mentioned in the sticky’d bug thread but could be misremembering the wiki instead.
