Guild Wars 2

So the tooltip says Elite skills are locked until you’re lvl 40…
But if you equip a kit you can actually purchase and use Elite skills regardless of your lvl as long as you have enough skill points.

I guess this isn’t supposed to be like this :p

Had a similar experience when I picked up an Ascalonian Wine Bottle. Seems that Anet can’t even manage to make bad decisions properly – their tendency to not follow through just makes it all useless.
