Leveling build
Berserker works well in solo PvE. It kills quickly. But if you are just rolling an Engineer, it will be awhile before you settle into a build that you can “focus” on. The Kits are very important for build-focus — and it takes awhile to “earn and learn” them.
Grab skills you like using, and take traits to enhance them. There really isn’t a better answer; engineer skills are almost all extremely competitive with each other, with very few exceptions. I’d strongly advocate spending skill points on kits whenever possible, as nearly every engineer build will have at least one kit and many will have 2+. Play 5 levels with a kit or a build, then switch. Engineers have builds that support and use pretty much any stat combination, so go wild! This way, by the time you get to 80, you’ll know your class inside and out. This part of the rifleman’s creed is very applicable here:

There isn’t a right build or a wrong build, there’s builds that work for you and builds that don’t. The primary purpose of levels 1-79m, in my opinion, is to sort out those two categories.
