Mortar Buff
Mortar is still terrible, i dont see it having a 15% chance of proccing a bleed is going to suddenly make it great for bleed stacking. The synergy uptill now was abysmal, now it just aweful as it scales with a few more traits.
It has a bit better synergy, but uptill now the synergy with your character build was uptill now abysmal. And after the buff, now its just aweful as it scales with a few more traits.
But it still cant crit, so screw your precision and ferocity. And screw any trait, rune or sigil that requires criting.
Its at best a token buff, just because people asked why Mortar was still to terrible after 2 years. But its still virtually just as terrible, 1 stack of vulnerability and a bleed every now and then is going to change it.

Does it have any burst potential?
Mortar is indeed still awful, it is outperformed by even untraited Grenade kit; reason being, Mortar only has one projectile, so one (slow moving) chance to proc traits. The bleed-field is also close to pointless, since most people will simply walk out of it.
Mortar-5 is almost useful, but it knocks enemies away before all projectiles hit, and is on a long cooldown.
In any situation, you’re better off with untraited Grenade kit, even better traited.
Even though they’ve buffed a bunch of the skills and finally fixed some long-standing bugs…it sucks. The only place it’s worth using is at an immobile, no-brainer World Boss, and that’s stretching it.
I used to use it at Launce when the granade kit trait wasn’t working well, but that was for WvW and even then it underperformed.
But Elixir X and mortars aren’t really used at all, while the supply drop is epic
