My short take on scrapper (PVE open world)
Run alchemy/firearms/scrapper with grenades/elixir b/egun.
Swap egun out for FT depending on what you’re doing. Bulwark anywhere but over nades if it’s needed.
Kluzukaze – Mesmer
Rhomulos Prime – Revenant
I honestly haven’t had that issue with stunbreaks, but that’s because I’ve found that juggernaut with mass momentum is pretty awesome for open world. Here’s what I’m running:

Since you’re limited in personal might stacking and don’t really get in danger of wasted might due to the cap, such as in group play, this ends up giving pretty substantial damage, despite being based on FT, and the perma-stability negates the need for a stunbreak.
However, if you don’t like Juggernaut, there are still 3 great options for a stunbreak: Elixir Gun, Slick Shoes, and Reactive Lenses (Tools trait).
Even if you run a pure gyro build and don’t like the Blast Gyro, you can use Sneak Gyro to stealth you when you get CCed.
As for Swiftness, I also haven’t found this as a problem, particularly since Streamlined Kits is such an easy choice for just about any engi build. Even if you are obstinately opposed to the Tools trait line for some reason, you can easily use blasts with your lightning fields for swiftness. There are so many ways to blast fields, even without having to stop that this shouldn’t be an issue.
As for armor, I’m still finding zerker to be fine for open world, but knights/valk would be fine if you want more sustain. If you run a kit swap build, you can go heavier on the valk side and just run a sigil of intelligence.
Overall, just remember that just because you have new shiny Scrapper stuff doesn’t mean you can only run builds that use only Scrapper stuff.

I am trying my best to get away from nades and EG, been using it for years, though I will likely go back eventually.

Nice and all, but firearms/exp/scrap is far better than tools, they all mix with the hammer far better, but that then means no swiftness, its kind of silly our main swiftness methods are in traits not apart from elixer. Also might stacking isn’t really a concern for me apart from dungeons, its too long a process just for events, you will miss half the mobs before you are done. And I am tired of clunky kit switches and blasts just to get to might.
EG is not that great, the stunbreak is nice, and acid bomb/#5, but honestly I am trying to find a build that avoids clunky kits, slick shoes apart from its nice stunbreak has no use in open PVE and elixer s is a waste of a slot especially with stealth gyro.
What I am using now plays so smooth and does decent damage, I would dare say could sustain decent damage too (although just a rough guess from lab), but those 2 things I feel lacking really do mean we are perma stuck with the same traits and/or kits.
Basically, scrapper doesn’t have swiftness and its only stunbreak is on a useless skill.

Explosives really doesn’t do much for hammer except for a some extra damage, but if you run Tools with the right skills, you’ll get the extra damage along with perma-swiftness and access to an additional stunbreak..
However, your real argument here is against kit swapping, which isn’t really a Scrapper issue. Just because Scrapper brings non-kit tools to the table doesn’t mean that it needs to do everything without kits.
That being said, if you’re still totally focused on a non-kit build for open PvE, go with something like this:
http://gw2skills.net/editor/?vdAQFAClUUhaqYJXw8KWINK6o+q7awY72+nxAo5eOA-TBROwAjU+BY/Bwq/ITJIA-e
You can camp hammer and use it with Static Discharge for extra dps. Normal mobs can be bursted with Throw Wrench, Surprise Shot, and the fancy hammer skill of your choice.
Elixir U is your stunbreak, but if you don’t a stunbreak, then you can use it for extra dps. The reflect toolbelt skill is also useful for ranged enemies.
When you need swiftness out of combat, swap to tool kit. This is particularly good for when running through mobs and getting put in combat since you get a few seconds of super speed as well.

Thanks for the advice, at launch I went a static discharge build and it was super nice. Might see about mixing that with something closer to what I have been using, which I realise now I have yet to show.

Basically using combo fields is pretty fun and things die quick! maybe I will play about, use Elixer u instead of mines.
Thanks again
