Your build is pretty un-focused. Pretty much the current Engi meta is either a Condition Damage or Static Discharge build. Your on your way to a SD build, with decent Attack and Critical Chance – but you undermine it with the Mesmer runes. Try a full SD build and see how that works for you? Trait for Static Discharge, use Ruby Orbs, and Rifle Turret for the tool belt skill?
