New in GW2 , new Engineer :D
1) You’ll get plenty of skill points in the game. After you hit 80, instead of levels, you get skill points everytime you “level up”. Don’t worry, when leveling, there really isnt a “wrong” choice.
2) Socketting? You mean sigils and runes? I’d suggest getting a Minor Bloodlust asap, it will give you a stack of “bloodlust” everytime you kill anything with your rifle. BUT IT MUST BE ON YOUR RIFLE, not on a grenade set or anything.
3) It’s my understanding that P/P (Pistol/Pistol) and P/S (Shield) are dominating current meta. There are a few rifle builds out there, but test it and see what you’re most comfortable with.

A humble correction, if I may: rifle is not sufficient by itself. It’s plenty good, but you can’t expect to only use it.
1.) At level 40 and level 60 you have to buy a book to unlock higher trait “tier” levels; said books also reset all your trait points; every skill trainer also gives you the option to reset your trait points for a small fee, at level 80 it’s 3s50c which is easily affordable.
2.) In my experience focusing on Power or Condition Damage (depending on your weapon and kit choices) gives the best results as you want to be able to kill quickly to gain XP quickly to level quickly. If you can get Vitality and/or Toughness too as they will help you survive.
3.) You could use an Elixir Rifle build, not sure how efficient it is. You may want to give Grenade Kit a try and see if you like that play style; Grenade Kit is at the moment the strongest option for an Engineer and thus it may be expected from you to use it.
Was there a typo or did you really mean causal PvP player? You’re automatically level 80 with the best possible equipment if you join sPvP, and changing builds is free.
Btw: Going to the HotM is also a good why to test if a profession suits you.
It doesnt necessarily matter what skills you unlock first. Eventually you can unlock them all AND have tons of skill points to spare (I’m a Lv.80 eng who has 75 skill points to spare even after unlocking everything). Anyways if you want more skill points, just do skill challenges.
As to weapons. Rifle works good for +power builds, but the rifle has rather mediocre DPS. The main purpose of the rifle is to control single enemies by net shotting them, hitting them with overcharged shots to knock them down and interrupt them (giving you some breathing room). It’s good for controlling heavy hitting melee types that will pwn you in close quarters or enemies which have powerful charge attack. The rifle won’t benefit from condition damage.
Dual pistols is a good all around build, especially if you have a lot of +cnd (condition damage), because it applies poison, burning, vulnerability and bleed ailments to the enemy, all of which depend on condition damage. The downside to dual pistols is that you have NO abilities to stop the movements of enemies (you can slow em a bit with glue shot). If you want to go dual pistols then make sure to spec for +cnd
Pistol/Shield
Another useful setup and decent for +cnd builds, since the most important 3 abilities are in the first pistol. The shield however takes some getting used to and will seem REALLY LAME until you discover its real utility. For example attack 4 will protect vs projectiles AND reflect them back to the source, in addition if you hit 4 again before the reflective shield expires you will perform an attack that knocks all nearby enemies back which can buy you some critical time or save your bacon for a few seconds while your heal recharges or whatever. Attack 5 is a throwing attack that often hits an enemy twice, doesnt seem very useful until you discover that it has a brief stun that also acts as an interrupt. Generally if you throw the shield at an enemy then for the next 4 seconds or so he won’t be able to do any attack that take time to prepare because he will be interrupted.
Don’t listen to Absolution. Putting points into something that you end up disliking is an experience you don’t have to go through while playing GW2.
Go into Heart of the Mists (the crossed-swords icon).
In there your character is leveled up for structured PvP, which is pretty much the game’s version of a build simulator if you’re not into PvP.
All your skills are unlocked, you’re leveled up to 80, and you can refund traits as much as you want for free.
Experiment until you find the build that suits you.

This is technically correct, but I’d still caution against throwing points into stuff without some forethought. Like someone else said, hop into the Mists and try the skills out.
I would suggest getting, early on: Healing turret, grenade kit, and elixir B. Once you get to the 2nd tier, grab thumper turret, whatever elixirs there are. Kits are usually good. I’d also suggest you wait on most of the gadgets until later on. It depends on your build, but I think these are some good general guidelines.
As someone said, eventually you can get all of the skills. You’ll have more than enough skill points. Until then, picking the “wrong” skill (that is, a skill that doesn’t really help too much) can be a pain in the butt while leveling.
2) Stats in general: I’d say go Power until you start to find gear that has 2 stats on it. Then go Power/vitality. Use the Black Lion Trading Company to keep your gear current; at least every ten levels.
Weapon sigil: Minor rune of bloodlust.
Armor runes: Eh… I like power. If you go that route, you can grab 1 minor rune of Strength, Balthazar, Ogre, Hoelbrak… anything that has (1): 10 Power. Only do this if you can get them cheap on the BLTC, otherwise it’ll really start to hit your funds.
One final comment about Engineer: It’s a tough class to really get your head around as your first character. It benefits very much from a firm grasp of the game mechanics; if you find yourself having trouble, pick up something with a more straightforward gameplay (warrior or guardian would be decent options). Play one of them for a while. When you come back to the engineer, you might find that a better understanding of the game translates into a greater enjoyment of the complexity of this class.

I started out as charr engineer-completely noob. Now I am lvl 80. I loved the rifle build and learned that a focus on power, precision and crit worked best for me. I did put points into vitality so I could stay up against mobs. basically my build was 15/25/0/10/20. The first one gives you power for high dps, the last gives you crit. You can up your vitality if you want to decrease crit. Look for runes/sigils/armor that give you power, precision, critical. When I went to Orr I had to change all this to a prybar tank build. But the first build got me thru pve.
if you are having problems using rifle effectively, you’re not doing it right. rifle is a close range weapon on a class i expected to be long range. as soon as you get around that stereotype, you find ways to make rifle work(better) as well as pistols.
shield’s cooldowns are far too long to be battle-changers, even with the 20% CD reduction. pistols are condition oriented and rifle is base damage. you will hit very hard with blunderbuss(please rename it buckshot or something)
