Is F1 supposed to trigger ‘on heal’ skills? I notice that Reconstruction Field doesn’t activate Recovery Matrix. Is this intended?

No, it only trigger “on heal” stuff in the case of the “heal kit”, because its main heal is on the tool belt. Everything else is based off the heal skill itself.
