I see what you mean, and maybe I’d like to see this, too. BUT, they also reduced alot of toolbelt skills by 10% and 15% baseline with the specializations patch.
I’d like it, but with the history of toolbelts in mind it’s almost asking for power creep.

Because it does do something, which reduces toolbelt recharge by 15%. This stacks with other recharge CD’s like HGH. Also, not everyone runs the GM toolbelt recharge which only recharges 1 toolbelt skill every 40 seconds.
Unlike other class mechanics, our toolbelts change with the skills we pick and are close to being their own weapon/utility skill.

It should be the last minor before GMs, ALONG WITH the 10% dmg with full endurance.
The 10% dmg trait has always been the GM minor.

With the june specialization patch, EVERY OTHER CLASS got their base mechanic recharge% AND their old GM minor rolled into one trait. (Including ele cd between each attunement and overall attunement cd)
The engineer’s Tools trait line does need a review and clean-up. Perhaps shuffle certain traits around or change effects on certain Grandmasters to be more fitting.
This is a tad off-topic, but it’s hard for me to see discussions about the work that needs to be done on Tools trait line and not bring up the oh-so-obvious flaw that we still have a Grandmaster trait that makes a minor trait in its own line literally completely obsolete: I’m talking about adrenal implant and optimized activation. I don’t know why they don’t change optimized activation to just do what it used to: flat +10 energy recharge on toolbelt use. So simple to fix, so obviously needing it.

I hadn’t actually thought about that conflict between traits, but it made me sad when the trait changed to straight vigor.
I completely agree with changing it back, has a higher skill cap imo.
It also was what made Static Discharge engi able to sustain in long fights.
