Power shoes only work in combat and do indeed stack with swiftness. Don’t know why they wouldn’t with this rune.

I think being in combat slows you down by around 25% (not an exact figure). Probably a little more, because as I recall, I run slower with power shoes in combat than someone unbuffed out of combat. Either way, power shoes helps combat the penalty, and the runes or swiftness will put you above the unbuffed, out of combat speed. True, they won’t get you quicker than 33%, but they do stack. They just cap out at 33%.
Usual speed out of combat: 300. — 25%: 375 — 33%: 400 — super speed: 420
Usual speed in combat: 210. — 25%: 263 — 33%: 300 — super speed: 420
Super speed indeed doubles your movement in combat. But it seems like 420 is speed cap value. So outfight there is simply no big difference to swiftness.

I have both and they don’t stack, I also chose the swiftness in combat boost but that was overkill really. the 33% is almost indistinguishable from the 25% so you’re really wasting if you do that. I switched mine out for more useful stuff after discovering that.
I was extremely happy that they made travelers have everything I usually use in runes, condi and boon duration + movement speed, it freed up 20 points in the toolbelt line!
