Reason for Turrets to have low HP?
I’d be willing to bet turret health is balanced around small scale PvP. In a 1v1 fight with another player they have enough health to survive incidental AoE damage but the opponent still has the option of killing them quickly by focusing on them, which seems like a good way for them to work. Coincidentally, you actually see turrets used sometimes in sPvP.
The problem is obviously that, in the other two game modes, you’re generally fighting things that do a lot more damage than one enemy player, so the turret just gets reduced to scrap metal in seconds, even if you take those unappealing traits nobody uses to give them more toughness and health regen.

One of many possible solutions is:
Make turrets only able to receive 20% of their max hp in damage, in each second. Change the 30% trait, which is useless, to upgrade the maximum turet hp loss per second, so they can only lose 10% of max hp in any one second.
Then actually test it in WvW and PvE, instead of balancing everything only around the small scale arena mode needs.
Turrets actually hurt , but yes the problem is their AI is terrible and they made of tinfoil. If they’re spread out , simply trying to focus them down could be the beginning of the end for you.
Remember the turrets AI is not supposed to be high. Its not got some advanced CPU inside telling it what to target. I would expect it to shoot the first thing that comes along until its dead.
Vs a mesmer they will always be pretty poor. It would be silly if they were never attacking the clones seeing it would remove a lot of the mesmer defence.
They are difficult to balance to be honest. They are static which locks the engineer into a position once he has dropped them and with pvp as dynamic as it is this presents a real problem.
I love turrets and especially in spvp. Use a Net turret, and a Rocket Turret and anything in your range is stuck for 5 seconds. I Always get above 200 points playing with my turret engineer.

Who the hell cares about points?
All, the points tell you, is, how much time you waste hugging capturing points kitten players till they are captured and desperately trying to get tags in on opponents before they die.
Really, if my countless hours of playing dota taught me one thing, it is:
You can have as pretty numbers as you want, at the end, it comes down to who wins the war.
The mob has spoken and the turrets shall be burnt at the stake.
