Recharge traits
I’d say, reduce the number of traits that only affects one utility skill. I’d rather see traits like “skills that causes explotions recharge 20% faster” and “Weapon skills recharge faster and activated faster” so that traits work in more builds and adds more choice to each trait line section.
EG and FT should be baseline, the others – I agree

HGH does reduce the cooldown of the elixir gun traits marked as elixir, including the toolbelt skill already (basically only fumigate isn’t affected.)

Juggernaut should really have cooldown reduction though, and pistol cooldown should come with chemical rounds.
