Why only tool kit, bomb kit and rifle have it’s -20% recharge trait?

I’d say, reduce the number of traits that only affects one utility skill. I’d rather see traits like “skills that causes explotions recharge 20% faster” and “Weapon skills recharge faster and activated faster” so that traits work in more builds and adds more choice to each trait line section.

HGH does reduce the cooldown of the elixir gun traits marked as elixir, including the toolbelt skill already (basically only fumigate isn’t affected.)

That wasn’t the case before— found out today actually in game. Some info is on the wiki:

Juggernaut should really have cooldown reduction though, and pistol cooldown should come with chemical rounds.
