Rifle engineer in Hot
Rifle engineer is as viable as it ever was in PvE, as is the berserker grenadier build, but currently the optimal build for engi is pistol/pistol full sinister (condi damage, power and precision), which itself is currently being replaced by a mix of viper and sinister stats.
As far as the new content goes, I think it would help to get some toughness stats in there, the new enemies generally hit hard and are more difficult to dodge.
Also, with the way condition scaling works now, incendiary powder isn’t doing worthwhile damage for you in a full berserker build anymore like it used to. I’d recommend taking modified ammunition or another traitline entirely over it if you don’t plan to switch to a condi or hybrid build.
I run this build when I use a rifle on my engineer: http://wolfineer.com/static-discharge-burster/ although for PvE I use Knight’s trinkets with Berserker weapons and armour, and I take Streamlined Kits over Lock On for traits. It’s a relatively simple build to learn but a hard one to master, and it’s quite fun to play.
Didn’t know that change to incendiary power, Ill take modified ammunition instead. And add some toughness to my gear and see how well I do in Owpve. Ill also look into the pistol/pistol sinister build. It sounds tempting, though I need to get a whole set of new gear for it.
I looked at the static-discharge spec and it seems well build. I personally don’t like turrets though and I would prefer to stick with my own build for now adjusted with the advice of Chroma.

Hammer #3 in a water field is the biggest thing. Flash shell also helps. Other than that, Hammer #4, when he goes into DS as well as using hammer #3 again.
Hammer offers very solid DPS + more utility than rifle. It has everything from stacking vulnerability (which rifle also has) to might. Hammer #2 and hammer #3 on fields can give you extra healing, condition removal and auras. Hammer #5 is long range AoE stun + lighting field to blast to get swiftness (less need for speed related trait.
Engineer is overall very well suited for HoT pve, thanks to having the best sustained AoE DPS in the game. Merely spamming your AoE skills will get you surprisingly far e.g. you can solo the group events or champions and new Hero Points. In WvWvW you will have no trouble soloing even fully upgraded camps.
If you want to max your DPS, then consider pistol/pistol sinister or go power hammer with nades/bombs + mortar.
I am myself using my old build with rifle + medkit + grenade + EG + rocket boots + mortar. Yes, I know it is far from the optimal build and using medkit optimally sacrifices a lot of DPS.
