Rifle range is not really 1200
Have you also compared it with other 1200 range skills? maybe its the revs hammer #1 skill thats bugged.
I just tested hitting cannon in stonemist castle:
Engineer rifle 1 (range 1200): “out of range”.
Engineer mortar 1 (range 1500): “out of range”.
Revenant hammer 1 (range 1200): Can hit.
Guardian longbow 1 (range 1200): Can hit.
Necromancer staff 1 (range 1200): “out of range”.
Warrior rifle 1 (range 1200): “out of range”.
Looks like genenal range bug. Maybe it has something to do with projectile speed?
I have previously noticed that Rifle 2 has longer range than 1. The AA showed “out of range”, but the net would immobilize just fine.

Lol you notice now? This was literally brought up on HoT release due to major balance issues in WvW. Anet has done nothing to fix it. We have also noted the ~1800 range longbow ranger for 4 years and Anet has done nothing.

A Dev responded to that last year in the bugs sub-forum in the Ranger compilation bug thread. All of those arrow and lob projectiles (like Ele fireball and Rev hammer) can go extra distance due to the way they have their physics aka “working as intended.”
Bullets and other non-lob straight projectiles like rifles and even Necro staff auto will stop either at 1200 or just shy of it. Take that up with Anet in why bullets vanish and do not share the same physics. Mortar being an exception since it’s ground-targeted.
