According to the wiki:
Both speed buffs and debuffs do not stack; the effect with the greatest value will be used (though some speed effects from traits do stack). For instance, having swiftness and Signet of Air active will make a character move 33% faster, not 58% faster (33% from swiftness and 25% from Signet of Air). The in-combat speed reduction stacks with movement speed debuffs.
I wonder if Power Shoes counts for the “though some speed effects from traits do stack”?

So are you hitting the 33% with the two combined? Because if they are, then they certainly are stacking.

I’ve tested it and you do indeed run the same speed as somebody who has swiftness in combat but why you would actually need it is beyond me, considering the permanent vigor and swiftness are probably the best traits an engineer has.

Yeah, nothing can stack beyond 33% either way. I was simply stating that that if it hitting the 33% cap that they are stacking. But due to the cap you will never get more then 8% out of one or the other due to that cap.

It doesn’t stack but it does make the slowdown a bit less noticeable when you go into combat.
