Scrapper under water battle
rezzing sucks in water, its all about that downed skill 4… and stomping doesnt even work

That’s why I would prefer to make all gyros usable under water. Would give scrapper stability under water for master trait, superspeed too and dazes. Scrapper would actually give something under water. At this moment, slotting in scrapper if you are doing something like under water fractal is complete useless.
What needs to happen is flamethrower needs to work under water. Everything else doesn’t matter. Why can’t I have a thermite flamethrower anyway? Stupid Inquest gets underwater flamethrowers. :/
I mean, you said it yourself: clearly not a priority to anet. If the people creating and serving a community with intent to turn a profit don’t care, and flagrantly delete entire portions of underwater game play, why do you care? What exactly are you fighting underwater?
P.s. rifle with TK, rifle turret, battering ran with static discharge kicker. Anything underwater just melted excluding 2 champion roamer in bloodied coast. Shark and the kuo toa, or lizard man, whatever gw2 calls them.

Or, instead of changing your entire build, just run typical power grenadier with Bomb Kit or Toolkit replacing Flamethrower underwater. Besides, Static Discharge is but a shadow of its former self.
