Is it 6% of ur stat Condition damage (1500 condition dmg stat to 1590 condition dmg stat) or is it 6% condi dmg to a target (1000 burning dmg per tick to 1060 burning dmg per tick)?

To the best of my knowledge, it is 1500 to 1590 condition damage.

Correct. There is nothing that increases the condition damage you deal on bleed/poison/burn/etc besides the Malice stat (AKA Condition Damage stat).

know what sucks the name is very misleading. you think bursting would = crit dmg but no its for condis : (
