Skills that need to be changed...
Toss Elixir U, 2 of the 3 skills can be used as Projectile stops (yes, the blind for foes dissipates projectiles).
Personal Battering Ram is a gadget with a kd and it can be used in skill combos against walls or for disengage people in your face. Sure it might not have many uses, but it still has some usability.
Can’t say anything on Rocket Boots, Super Speed, and Throw Mine.
Utility Goggles is also used for the fury, which can be stacked higher with boon duration.
Jump Shot can easily chain into other skills during the landing animation. You can do a 2 —> 5 —> 3 —> 4 to easily get a large combo attack in, though the usability of that combo is a joke, it’s still good at showing that it IS possible to use skills during that huge landing animation.
The randomized skills are supposed to be random… it’s like saying you don’t want weapon kits to have their own skills because it changes the weapon bar too much.
Super Speed: I’m pretty sure it doesn’t make you “Run at double speed.”
Yes, the tooltip is wrong. It will make you run in combat at the out of combat speed with the swiftness up.
You just told me what the skills do. That doesn’t stop the skills from being bad.
And your reasons for explaining why they were bad were simply overlooking their actual uses…
If you want me to elaborate for people who don’t read between lines:
Toss Elixir U can be positioned the same in any scenario. 1 field reflects projectiles, 1 field stops projectiles, and 1 field grants invis, all three are defensive and can be used in mid-back lines of combat. Without having to roll dice, you can easily position it the same for all three fields.
Personal Battering Ram has a very focused usability. There is nothing more that can be said here. If you want to keep complaining about this skill, add skills from other classes too, like Arcane Thievery, Mimic, Smite Condition, Kick, and Sick ’Em.
Again skipping these three.
Utility Goggles, you’re focusing on one aspect because you don’t care about that one aspect. I personally tend to solo Supply Camps in WvW. When I do, the Scouts and their blinds are annoying and can cause me to die if I use my skills improperly.
Jump Shot, well… I already explained why your reason for labeling it as a bad skill was false, not much else to say here.
As for everything random, I’ve also already explained. You can choose to ignore it and stick your nose up because it doesn’t cater to your playstyle, or you can accept it. Either way, it won’t change anything.

The point is, THEY ARE BAD even when taking into consideration what ever it is they do good. Stop settling for garbage. I’m trying to make the profession better for everyone else. If you’re ok with the Engineer, just get off the forums and let the people who have constructive feedback for Anet handle it.

I don’t see any constructive feedback, merely criticism without the constructiveness attached. If you are aiming to suggest, I suggest going to either the Suggestions section, or actually adding a suggestion to your post.
Not that Arenanet will take it into consideration.
Toss Elixir U is pretty awful – on one hand, it has a 66% chance of doing what I want it to. On the other hand, it has a 33% chance of kittening the bed and leaving me taking a very hard hitting attack on FotM. When I’m on my guardian, and I drop Wall of Reflection, I know 100% that I just need to take half a step back while doing so, and I’m safe from any given mob’s hard hitting abilities. When I do this with Toss Elixir U, I’m having to do a double take to make sure that I’m not relying on an invisibility-granting wall (which I would have to run through, after throwing it in front of me) to stop the Imbued Grawl Shaman’s attack. It’d also help if they fixed Elixir U’s duration so it wasn’t also random (read: it lasts 3-5 seconds based on which drawback you get). Removing the invisibility wall altogether from Toss Elixir U would make it far more viable, in all honesty.
I will say this – almost all of the Elixir Tosses are pretty bad. The reason more and more engineers are increasing the number of kits they take is because their toolbelt skill isn’t some sub-par utility skill, it’s actually a strong ability in it’s own right! Toss Elixir R is the only one some lazy designer didn’t dip his fingers in to.

Just because something’s working as intended doesn’t mean that the idea behind it is terrible.
If there was a skill that shot yourself and did absolutely nothing else, but that was the intent of the skill, that would be awful because it’s terrible, even though it does exactly what it’s supposed to.
Random skills are awful, particularly when the randomness causes COMPLETELY different things to happen, because the user can’t rely on it to do what he needs.
Look at Toss Elixir B. Either it drops swiftness (bad in combat, but the only thing you want it to do out of combat), retaliation (useful in combat, worthless out), fury (useful in, useless out), or ONE stack of might (useless). It has a 75% chance of being worthless out of combat, and a 50% chance of being nearly worthless in combat.
Or to look at another profession, Winds of Chaos on Mesmer Staff. It can apply bleeding (damage is good), burning (damage is good), or one stack of vulnerability (pathetic damage improvement even in a group because of its slow speed and unreliability, and even worse for the Mesmer since it doesn’t even affect condition damage)

Get over yourself Mr. Messiah of the Engineer profession. Are there useless skills on Engineer? Sure are, and I’ve listed my fair share of “lolwut?” skills/traits. Have ANY of our suggestions made it to developers ears? I really don’t think so. If any of our feedback did reach the right eyes, then why does Acidic Coating still exist?
I don’t blame Anet for not having done much in terms of profession balance seeing as how busy they are with other things but I do believe they will get to it and make things right for each profession.
Right now I think they’re just relieved there isn’t anything really gamebreaking in the game – although I’d argue Thief invisibility is absurd at the moment.

Utility Goggles are actually fine. I don’t think they need a change at all.
Blindness immunity is a tiny perk, ensuring that your Fury isn’t completely wasted. If you combine Utility Goggles with its toolbelt skill, it makes for a very mean comeback.
