Call me lazy, but I see no reason for speedy kits to only proc on equip/swap rather than just being a passive effect that’s active for as long as you have a kit out.

Swapping kits, and the cool down between doing so is basically 1 second, there’s really no reason that I can see for it to not just be a permanent boon that lingers for only a few seconds after switching away from a kit.

There is a difference: Counterplay.

It’s permanent switftness out of combat, which is very helpful for exploration and getting to key points faster in PvP, but IN combat, it can be stripped to reduce in-combat mobility and make it easier to hit us with melee weapons.

Pulsing swiftness is much more powerful than permanent yet otherwise strip-able swiftness.

Pulsing out of combat, and only on switch while in combat?

IT doesn’t need to pulse frequently though.

For instance, streamlined kits will grant 20 second of swiftness on kit swap now, with a 20 second ICD. Why not just have it pulse the swiftness every 20 seconds without having to constantly swap in and out of the kit? If it gets stripped, it’s still gone for that amount of time, but the engineer isn’t burdened with this needless arbitrary kit swapping.

Now no, it’s not really that much of a burden, at least not now.

What you have to consider is that streamlined kits is also being bundled with kit refinement, which also has an on-swap effect. Part of the reason kit refinement has always been garbage is that you often can’t really control it properly because you need to swap kits regularly, so the proc will just come when it does.

Having to constantly swap kits to receive the swiftness also exacerbates this, because the engineer must blow their kit refinement ICD if they want their swiftness, and they might not want to do that.

However, if the kit simply pulsed 20 seconds of swiftness every 20 seconds, that issue would be lessened to a degree.

I believe part of the reason they’ve never done this is because they feel activating it on kit swap only is more “skillful” in some regard. But it’s generally not a big commitment for an engineer to put a kit away and take it back out, so I’ve never really seen where the skill is involved in the current mechanic.
