Did he use a Flame Thrower? We also have access to stability through elixirs as well.
engineers now have a trait that constantly applies 1 stack of stability every few seconds. If they stay with flamethrower, they will have a permanent 1 stack of stability. If you wanna knock him down you’re going to want to use 2 knockbacks in very quick succession.
The trait is basically what replaced juggernaut, and it requires the engineer to use flamethrower. If they ever swap out of flamethrower, they will have a temporary gap in stability, so keep watch. Otherwise just dps with range or try to burst them down, since flamethrower isnt exactly the best dps.

only other stability we have really is elixir B toolbelt… which is 5 stacks for 4 seconds, so before the flamethrower update we had almost no access to stability whatsoever lol.

Actually, no. You can swap out and back in without a boon gap. Just swap out, after you recieved the boons and swap back to FT just before the next boon interval. The Trait seems to work kinda like this: Swap to FT → activate Trait → check every 3s wether or not FT is equiped → [yes → grant might and stability | no → deactivate trait]
It looked like he was bare-handed, if that’s possible. That’s why I assumed it was a kit. Maybe he was switching between flamethrower and something else.

Some toolbelt skills have you stow or drop your weapon while in use. Basically the ones with their own animations.
Also, an alternate answer to your situation might be Rampage. Since you play warrior, I would think you’d recognize a rampage when you see one. But in case you didn’t know, engies also have access to the skill, so if he proc’d it on you you’d have a perma-stability barehanded engie on your hands.
